Christian Mölling, a long-time reseacher at IFAR and VW scholar, will move to ETH Zurich in 2008. He will take over the position of senior research fellow at the Center for Security Studies, where he will deal with arms control, non-proliferation, transformation of armed forces and international defence policy. The IFSH thanks Christian Mölling for his long-standing good work and wishes him well in his new job!

Confrontation and Cooperation in Asia Pacific

Professor Dr Hans J. Giessmann participated in a Conference: "China's new Role in the World: Power Rivalries or Greater Opportunities for Multilateralism" of the Evangelische Akademie Loccum on December 14-16, 2007. European Master Programme on Human Rights and Democratization (E.MA)

On December 1, 2007 Prof. Dr. Hans J. Gießmann was re-elected as member of the Executive Committee of the Council of Directors of the Venice-based European Master Programme on Human Rights and Democratization (E.MA) for another two-years term. E.MA is a joint two-semester programme of 40 universities from all EU member states for about 90 students annually. In 2007/2008 Dr Anna Kreikemeyer taught a course on Democratization and Central Asia in Venice. Four students will spend their second semester at the IFSH.

Villa Vigoni Talks

The biennual German-Italian Villa Vigoni Talks took place in Managio near Milano from 29 November to 1 December, 2007. The meeting was entitled “Central Challenges for the European Union: German and Italian Perspectives”. It was organized by the Institut für Europäische Politik and the Istituto per gli Studi di Politica Internazionale with the support of the Ministries of Foreign Affairs of both countries. Fifty participants – politicians, representatives from the administration, political science and the media – discussed in four panels on challenges in the fields of EU reform, neighbourhood policy, energy and climate policy, and the EU as a global actor. The IFSH was represented by Dr. Hans-Georg Ehrhart who gave a talk on “The EU as a global player in the field of security”.

From Conflict to Regional Stabiltity. Linking Security and Development

The IFSH had the pleasure to send two participants to the 10th New Faces Conference, organised by DGAP in cooperation with FRIDE, CITpax and Dara in Madrid. The International Forum on Strategic Thinking had invited 20 promising young professionals and scholars from Europe, Russia, Asia, the Middle East and the US. Isabelle Maras introduced Security Sector Reform (SSR) at EU level and focused on the interpillar role sharing between European Commission's activities and targeted ESDP missions in the field of police reform, while Isabelle Tannous highlighted the sensitive interfaces of security and development in EU foreign policy and the whole of government-approaches of the pioneers among the member states. Both conference papers will be published in a revised version in the volume "From Conflict to Regional Stabiltity. Linking Security and Development".

Parliamentary Hearing on Space Security

On 7 November 2007 the e-Parliament held an hearing on “Space Security” in the European Parliament in Brussels. Parliamentarians from the UK, Spain, Canada, Romania, Ghana and Uganda as well as members of the EP joined the event. Representatives of ESA, the US Air Force, CNES, the Secure World Foundation and Space Security Index gave presentations on a potential space armament, the EU’s space policy, earth observation and space debris and discussed these issues with the parliamentarians. Götz Neuneck, Director of IFAR, spoke on „Banning or Restricting Space Weapons". The speeches were recorded and will be available on the e-Parliament web site at www.e-parl.net as video podcast or reports.

57th Pugwash Conference on Science and World Affairs

This year’s meeting of the „Pugwash Conferences on Science and World Affairs" was opened by the Italian Foreign Minister Massimo D’Alema, UN Secretary General Ban Ki-Moon and SF Author Arthur C. Clarke in Bari on 21 October 2007. The panel discussions focused on the Middle East, Kashmir and the future of arms control. Götz Neuneck gave a presentation on the latter topic, focussing on the situation in Europe. The new President of the Pugwash Conferences is J. Dhanapala, a former UN Under-Secretary-General. Götz Neuneck was elected to the Executive Council.

Chinese Visiting Fellows at IFSH

Between October and December 2007 four Visiting Fellows from the IFSH’s partner-university East China Normal University (ECNU) in Shanghai visit the Institute. Prof. Dr. Feng Shaolei is Dean of the Graduate School for Area and International Studies. His research focuses on the relations between Europe, Russia and the US. Prof. Dr. Xu Poling received a scholarship from Friedrich-Ebert-Stiftung. His research project deals with the Central Asian policies towards Russia. Ms Li Xin is studying the role of the OSCE in the Central Asian region. Finally, Prof. Dr. Yu Huachuan already arrived in Spring 2007 under the framework of the common European Studies Centre Program. His main focus lies on the EU’s Common Foreign and Security Policy.

On November 5, Michael Brzoska presented a Briefing Paper to European Parliament's Subcommitte on Defence. The Briefing Paper, commissioned by the European Parliament, addresses the question whether the nascent European Defence Technological and Industrial base is in need of protective measures against foreign acquisitions of core capabilities. Ballisic Missile Free Zone in the Middle East/Persian Gulf Region

The Multilateral Study Group on the Establishment of a Ballistic Missiles Free Zone, launched by the Peace Research Institute Frankfurt (PRIF), held its second meeting in Athens from 1 to 3 November, 2007. The agenda also included non-state actors such as the Palestinian Hamas and the Lebanese Hezbollah, who have been employing short-range missiles in the Israeli-Arab conflict. Under the chairwomanship of Dr Margret Johannsen, a roundtable on “Hamas and Hezbollah as a Challenge to a Missiles Free Zone“, with participants from Israel, Jordan, Lebanon, Palestine, and Germany discussed arsenals, procurement, interests, and intentions of both organizations, also touching on the problem of deficient control and legitimacy of actors in weak (pre-)states. The meeting in Athens was sponsored by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Friedrich-Ebert Foundation (FES), the Protestant Church in Hesse and Nassau (EKHN), and the Peace Research Information Unit Bonn (PRIUB).

Cercle Stratégique

The seventeenth meeting of the Cercle Stratégique Franco-Allemand took place in Berlin from 24 to 25 October 2007. Three topics were dealt with: “The Iran Crisis“ (Gernot Erler, Under-Secretary of State of the German Foreign Office/Philippe Carré, Head of Department French Foreign Ministry), “The Future of the European Defence Agency“ (Patricia Adam, Assemblée Nationale/Andreas Weigel, SPD MP/Bertrand de Cordoue, Director of Research EDA) and “The EU Concept of Intervention“ (Alain Richard, former Minister of Defence/Bernhard Kampmann, Head ESSP-Department). Dr. Hans-Georg Ehrhart represented the IFSH.

Students of the 5th edition of the “Master of Peace and Security Studies” programme received their diplomas

On 17 October 2007 the M.P.S. graduation and opening ceremony took place at the University of Hamburg. The degree of “Master of Peace and Security Studies” was conferred upon 24 students who successfully completed the 5th M.P.S. academic year. On the same occasion the 27 students participating in the 6th edition of the M.P.S. study programme were welcomed.

Prof Holger Fischer, vice president of the University of Hamburg, and Prof Michael Brzoska, director of the IFSH, opened the ceremony, welcoming the graduates, the students and the guests to the yearly highlight of the master course.

This year’s lecture was given by Prof Dieter Senghaas, the best-known German peace researcher, who talked about „how to set peace to music“. He illustrated his lecture by many musical examples and finally received a warm applause by the audience.

In his speech, Prof Hans-Joachim Gießmann, chairman of the M.P.S. joint committee, mentioned all those who have been responsible for the constant success of the internationally appreciated master programme and thanked them for their commitment. Once again the University of Hamburg and the IFSH confirmed their support to the course of studies, thus ensuring a solid basis for the continuation of this joint project in the future.

All students of 5th M.P.S. edition successfully passed the final examination and received their master diploma. The best student of the year, also author of the best master thesis, was Constanze Quosh, who spent the summer term at ZEUS. On behalf of the new graduates, Gabriel Hartmann and Tanja Carbone expressed their gratitude to the teachers and lecturers of the University of Hamburg, the IFSH and the other institutions involved in the Cooperation Network Peace Research and Security Policy (Kooperationsverbund Friedensforschung und Sicherheitspolitik KoFrieS). A reception was held after the cerimonial act.

On 28/29 September 2007 the Center for European Studies of the East China Normal University (ECNU Shanghai), in cooperation with the International Institute for Strategic Studies (IISS London), organised the Second Asia-Europe Forum on „Eurasia’s New Opportunities and New Challenges“ in Shanghai. Prof Hans J. Gießmann moderated the panel discussion and Bernhard Rinke, Research Fellow at ZEUS, gave a lecture on „The EU as a Civil-Military Crisis Manager: an Emerging System of Security Governance?“.

Visiting Scholar in Shanghai

From 1 August to 1 October 2007 Bernhard Rinke (ZEUS/IFSH) was visiting scholar at the Centre for European Studies of the East China Normal University (ECNU) in Shanghai in the framework of the EU-China Studies Centre Programme. During this time he gave lectures on different aspects of EU civil-military crisis management. Furthermore he wrote a working paper discussing the problem of internal governance of EU civil-military crisis management from a theoretical point of view.

Agreements with chinese partners

On 11/12 Oktober 2007, at the end of a project supported by the EU for the creation of a European Studies Center at the East China Normal University (ECNU) in Shanghai, in which the IFSH was involved as German partner institution, co-operation agreements in the field of teaching and research were signed by the ECNU, the University of Hamburg and the IFSH. These institutions agreed on, among others, the exchange of teachers and doctoral students. During the conference closing the EU project, Prof Hans J. Gießmann, project manager for the IFSH, and Bernt Berger, Research Fellow at the IFSH, were in Shanghai. During this time Prof Gießmann gave a lecture on the differences between the regional security cooperation in the EU and in East Asia.

Expert-Meeting "Institution building and regional identity raising in the EU and ASEAN"

Isabelle Tannous participated in the Roundtable on EU-ASEAN, organised by the Singapore Office of Friedrich-Ebert-Stiftung, as an EU-expert. ASEAN is poised to enter a new phase, which includes the adoption of an ASEAN Charter and a new ASEAN secretary general, who will assume office in January 2008. Objectives of the brainstorming were (1) looking at the structure of the EU institutions and the ASEAN Secretariat, identifying common issues and constraints, (2) looking at European experiences with programs to raise the awareness of people for their region and for the creation of a regional identity, (3) considering a short policy paper, which could initiate some new ideas for ASEAN thinkers and track-two institutions regarding the future of ASEAN and its institutions.

„CONFERENCE ON SECURITY AND COOPERATION IN SOUTH ASIA: A GLOBAL PERSPECTIVE“

From 8 to 10 October 2007 the IFSH - in cooperation with the Massachusetts Institute of Technology (MIT) and the German Federal College for Security Studies (BAKS) - organised a conference on “Security and Cooperation in South Asia: A Global Perspective“. The conference focused on nuclear stability in South Asia, missile defence, energy supply in the region and space security. About 60 experts from the USA, France, Canada, Russia, Japan, Germany, the UK, Pakistan and India participated and discussed current issues relating to arms control and regional security. The Permanent Representatives of Pakistan and Canada to the UN in Geneva, representatives of Russia’s General Staff, the Livermore Laboratories, as well as several Think Tanks from India and Pakistan were among the participants. Amb. Lüdeking of the German Ministry of Foreign Affairs gave a reception and Hon. Gernot Erler, Minister of State, held a keynote speech, stressing the importance of preserving multilateral arms control treaties.

Juneor Research Conference of the Consortium for Peace and Conflict Studies (Arbeitsgemeinschaft für Friedens- und Konfliktforschung): „Security, Conflict, Peace: Current Knowledge put to Test“, Schwerte (Ruhr), 5.-7. October 2007

Sybille Reinke de Buitrago presented a paper on communication patterns in the fight against terrorism at the Juneor Research Conference of the Consortium for Peace and Conflict Studies (Arbeitsgemeinschaft für Friedens- und Konfliktforschung): „Security, Conflict, Peace: Current Knowledge put to Test“ in Schwerte (Ruhr) from October 5-7, 2007. The case study on the U.S. and Germany also explored possible factors with the potential of escalation or deescalation. Due to an open call for papers, conference contributions covered a wide thematic spectrum und thereby offered an interesting overview of current peace and conflict research. An intensive exchange was made possible among the Juneor and other invited researchers.

Why China has it wrong on Burma

China, faced with the latest unrest in Myanmar, has reverted to its traditional stance of non-interference in another country's internal affairs, despite its extensive clout and commercial interests there. The opportunity exists, though, for Beijing to enhance its image considerably by putting pressure on the generals, and in the process distinguish itself from regional rival India, which prefers to look the other way. 1. Hamburger Carl Friedrich von Weizsäcker-Forum zur Verantwortung der Wissenschaften
21 and 22 September 2007 in Hamburg


The physicist, philosopher and peace researcher Carl Friedrich von Weizsäcker died on 28 April 2007. To commemorate his work the German Association of Scientists (VDW), in cooperation with the IFSH, the Carl Friedrich von Weizsäcker Centre for Science and Peace Research (ZNF) and the Department of Philosophy of the University of Hamburg, organised a two day conference at the University of Hamburg. Dr. Roland Salchow, State Secretary of the Ministry for Science and Research of the Free and Hanseatic City of Hamburg and chairman of the IFSH’s Board of Trustees, welcomed the participants and lecturers in Hamburg’s town hall. In his speech Dr. Salchow stressed the lasting impression left by Carl Friedrich von Weizsäcker on many people and himself through his multifaceted public activities.

Prof. Hartmut Graßl, vice-chairman of VDW, and Prof. Arno Frühwald, Dean of the Faculty of Natural Sciences, opened the conference. In the first session Weizsäcker’s former fellows, students and collegues - Prof. Klaus-Meyer-Abich, Prof. Klaus Gottstein and Dr Walter Schindler to mention a few - reported on single periods of his life and different fields of activity. The IFSH was represented by Prof. Michael Brzoska and Prof. Götz Neuneck. Michael Brzoska moderated the discussion during the firts part of the conference. Götz Neuneck talked on Weizsäcker’s work related to the responsibility of scientists as well as his criticism of deterrence and nuclear weapons. Further lectures were given among others by Prof. Ulrich Gähde (University of Hamburg), Dr Ilona Stölken-Fitschen (New York), Prof. Ulrich Bartosch (Eichstätt) and Prof. Martin Kalinowski. On the whole about 100 people participated in the conference.

Award for the CD-ROM “Why? … International Crises”

The CD-ROM “Warum? ... Internationale Krisen“ [Why? … International Crises], which was produced by German broadcaster SWR and includes analyses of the crisis regions of Yugoslavia and the Middle East by Stephan Hensell and Dr. Margret Johannsen of the IFSH, has been granted the 2007 Comenius Seal of Approval by the Society for Pedagogy and Information (SPI). The SPI, which is dedicated to research in the areas of multimedia, educational technology and media-based teaching awards the Comenius Seal of Approval annually to educational multi-media products that excell in the areas of pedagogy, content and design. What about Afghanistan?

On Monday, 24 September 2007, the IFSH staged a panel discussion dealing with the future of the international military presence in Afghanistan. On the verge of the decision of the German Bundestag on the prolongation of the mandates related to the missions of the Bundeswehr in this country, Prof. Dr. Michael Brzoska, (Director IFSH) discussed this hot topic with Dr. Knut Kirste (NATO), Niels Annen (SPD Member of Parliament), Dr. Hans-Georg Ehrhart (IFSH) and over fifty guests including the new Consul General of the USA, Karin E. Johnson. Dr. Kirste, while criticizing the inadequate coordination efforts of the international community, emphasized the necessity of a civil-military approach. According to Niels Annen, the reconstruction of Afghanistan is not feasible without the international military presence. However, he underlined the different approaches and legitimacy of ISAF and OEF. Hans-Georg Ehrhart’s balance of the achievements so far was rather negative. He remained sceptical concerning the prospects of success and argued for the elaboration of a mid-term exit strategy.

EU-China Strategic Dialogue in Paris

On 24 and 24 September, 2007, the EU Institute for Security Studies (EU-ISS), the Asia Centre and the China Institute for Contemporary International Relations (CICIR) held an EU-China Strategic Dialogue in Paris. Bernt Berger(ZEUS/IFSH) gave a presentation on Beijing's apparent lack of transparency in military affairs and the future of Confidence- and Security Building Measures between the EU, the USA and China. The dialogue forum brought together experts from research, ministries, EU institutions and the media.

The ongoing debate over the missile defence system planned by the USA has a negative impact on the relationship between Russia and the West. An important question for European security is whether a nuclear warhead hit by the missile defence could fall onto the European territory and what the damage caused by the fallout would be. The Future of the Middle East. Recent Challenges - Possible Consequences

On the invitation of the Arab League and the Friedrich-Ebert-Foundation, Dr. Margret Johannsen attended an expert meeting entitled “The Future of the Middle East. Recent Challenges - Possible Consequences”, which took place in Cairo from 10 to 11 September, 2007. On the agenda were the Arab-Israeli conflict, recent developments in Somalia, Sudan/Darfur and Iraq, and the nuclear challenges in the region. In her comments on a presentation by Amb. Mohamed Sobeih, Assistant to Secretary General of the Arab League, entitled “The Peace Process in the Region and the Arab Peace Initiative”, Dr Johannsen translated the notion of “common security”, which was developed in the Cold War era, into the commitment of all regional actors in the Middle East to conduct negotiatiations on the basis of the agreed land-for-peace principle. Working on the assumption that the current split between the West Bank and the Gaza Strip complicates negotiations on final state issues, including a two states settlement, Dr Johannsen argued that the European Union, and Germany in particular, support a process of reconciliation between the rival Palestinian factions by making it clear that they will not be involved in an attempt to undermine a new power sharing agreement.

Lecture at Conference in New Delhi

From August 31 to September 1Oliver Meier was invited by the Heinrich Böll Foundation to report to the Coalition for Nuclear Disarmament and Peace (CNDP) and the Popular Education and Action Centre (PEACE) in New Delhi on the German view concerning the planned Indo-US nuclear deal. More than 300 participants could listen to presentations delivered by speakers coming from India, Pakistan, Nepal as well as the USA and Germany. The speakers pointed out the implications and problems for peace and the environment that are linked to the planned removal of the nuclear-related sanctions on India. The event took place in the context of a controversial debate on the issue in the Indian parliament and largely drew the media’s attention.

The Security/Development Nexus as a Challenge

Deputy head of ZEUS Dr. Hans-Georg Ehrhart attended a workshop on “Security and Development” organized by the German Armed Forces General and Staff Academy and the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) on 3 and 4 September 2007. He gave a presentation entitled “The Security/Development Nexus as a Challenge”. The objective of the workshop was to further develop the inter-agency approach in the framework of comprehensive security.

On August 29, the IFSH was visited by three participants in a program sponsored by the Goethe-Institut with the aim to promote German as one of the official languages in the European Union. The three diplomats from Croatia, Romania and Slovenia were particularly interested in current issues of the EU’s Common Foreign and Security Policy

Lectures on “Small Arms and Light Weapons” and “Nuclear Proliferation”

On 14th June and 24th August 2007, Götz Neuneck delivered lectures on “Small Arms and Light Weapons” and “Nuclear Proliferation” as part of the international diplomats training efforts of the German Foreign Office in Berlin. The “International Futures” programme trains both diplomats and international managers on issues of global governance. The August event belonged to the programme on “Managing Global Governance”, which was set up by the Federal Ministry for Economic Cooperation to bring together young diplomats, civil servants, and managers to study key aspects of globalization and appropriate political strategies.

The University of Hamburg has awarded Dr. Götz Neuneck, the head of IFAR, the title of full professor

The University of Hamburg has awarded Dr. Götz Neuneck, the head of IFAR and a lecturer of many years’ standing, the title of full professor. Götz Neuneck, who is also responsible for the scientific component of the Master of Peace and Security Studies degree, was formally granted the title on 22nd August by Professor Monika Auweter-Kurtz, the President of the University.

Lieutenant Colonel Alexandre de Bordelius from the EU Military Staff visited the IFSH on Wednesday 22 August 2007. After conferring with Dr. Hans-Georg Ehrhart on ESDP issues he attended the research colloquium in order to give a talk on “EU crisis management operations and the future of ESDP”.

Hanseatic Baltic Summer School

On 21 August 2007 Dr. Hans-Georg Ehrhart gave a presentation entitled „What kind of CFSP is emerging?“. It was the introductory lecture of the 6th „Hanseatic Baltic Summer School“ (HBSS) jointly organised by the IFSH and Haus Rissen from 21 to 24 August, 2007. The HBSS stood under the heading “Europe in the International Security Order: Concepts, Issues, Trends“.

First results of a project on the changing relationship between security and development funded by the German Ministry for Economic Cooperation and Development have been published by the Bonn International Center for Conversion (www.bicc.de) . Workshop Feindbild "Islam"- Feindbild "Westen". Eine kritische Reflexion gegenseitiger Wahrnehmungen

Sybille Reinke de Buitrago presented a paper on the perceptions of Islam in German security policy at the workshop Feindbild "Islam"- Feindbild "Westen". Eine kritische Reflexion gegenseitiger Wahrnehmungen of the ORIENTation Network in Berlin on July 6, 2007.
Other contributions spoke about the image in Islam in society, the perception of the West in Islamic countries and the function of images and enemy images in general. The workshop aimed to point to today’s new relevance of enemy images, especially in the relations between the West and Islam.

Think Tank Roundtable in Beijing

From 28 to 29 June, 2007, Bernt Berger participated in the 4th EU-China Think Tank Roundtable with the title “EU-China Relations - Where do we stand, where do we go?”. The event took place at the Foreign Ministry’s Think Tank Chinese Institute for International Studies (CIIS) in Beijing and was co-organised by the European Policy Centre (EPC), the Konrad Adenauer Foundation (KAS) and the Ministry for Foreign Affairs of Finland. Bernt Berger held a presentation on the US-factor in EU-China relations and was discussant in a panel on contemporary development in China’s foreign policy.

Agreement on Cooperation

The Centre for European Studies at the School for Advanced International and Area Studies, East China Normal University, the School for Business, Economics and Social Sciences, University of Hamburg, and the Institute for Peace Research and Security Policy at the University of Hamburg held consultations on setting up a frame for academic cooperation, beginning from 2007. The three-day talks from June 25 to June 27, 2007 under the guidance of the Dean of SAIAS, Prof. Feng Shaolei, Prof. Wolfgang Voegeli (Programme Director M.E.S) and Prof. Hans J. Giessmann (Programme Director M.P.S) ended successfully with the signing of a Letter of Intent by the Director IFSH, Prof. Brzoska, the Dean of the Faculty for Economics and Social Sciences, Prof. Wolfgang Weber, and the Dean of SAIAS, Prof. Feng Shaolei. The LoI expresses the wish of the partners to start with their cooperation in October 2007. Basically the agreement - which will have to be approved by the academic bodies of the three partners - consists of three elements: academic teaching by German lecturers at the Centre for European Studies on Issues related to the European Union, intake of CES master students into the Hamburg based M.E.S programme, and the exchange of researchers. Besides, the IFSH and the CES agreed on establishing a PhD cooperation programme on the basis of which both institutions will be ready to host Graduates from CES and IFSH and the University of Hamburg for PhD studies. During their stay the Chinese Delegation met with the Director IFSH, Prof. Brzoska, with the Dean of the Faculty for Economics and Social Sciences, Prof. Wolfgang Weber, and finally was received also by the Vice President of the University, Prof. Hansmann.

ZEUS-CES Workshop on EU – China Relations

On June 22, 2007 a bilateral workshop between the Centre for European Peace and Security Studies (ZEUS) at the IFSH and the Centre for European Studies (CES) of the School for Ad-vanced International and Area Studies (SAIAS), East China Normal University (Shanghai) was held. During the workshop the former and current Guest Research Fellows of the joint and EU-sponsored exchange programme, reported on the results or progress of their research projects. Professor Cheng Jian (CES), who conducted a research stay at ZEUS in 2006, presented the results of his project on EU-Russia-China Energy Cooperation. Dr. Zhou Baowei (CES), who spent a six-month-period doing research at ZEUS in 2006/2007, reported on his project on cultural-strategic asymmetries of the security debate in the transatlantic space. Professor Yu Huachuan (CES), who is currently doing research at ZEUS and will stay until October 2007, briefed the participants on his project on the EU CFSP. In addition, Dr. Bernhard Rinke (ZEUS) presented a set of ideas for his upcoming research and teaching stay in Shanghai. The Academic Coordinator M.P.S., Dr. Patricia Schneider, informed the interested guests about our master’s programme in Peace and Security Studies. ZEUS Director Professor Hans J. Giessmann delivered theses on optional global roles for the EU, and Professor Feng Shaolei jointly moderated the workshop. Feng Shaolei, the Dean of SAIAS, will come to the IFSH and ZEUS for a research stay in Hamburg from the middle of July until the end of August 2007. Bernt Berger MPhil, who is presently in Shanghai, will return to Hamburg from his research stay at the CES in July.

Ballisic Missile Free Zone in the Middle East/Persian Gulf Region

The Multilateral Study Group on the Establishment of a Ballistic Missiles Free Zone, a forum of 20 experts from 12 countries dedicated to studying the most important dimensions of a missile free zone in the Middle East/Persian Gulf region held its inaugural conference in Istanbul from 31 May to 2 June, 2007. Several further conferences, organized by the Peace Research Institute Frankfurt (PRIF), will follow between now and mid-2009. Dr. Margret Johannsen gave a talk entitled “Sub-state Actors and Their Missiles as a Challenge to the Process of Confidence-Building and to a Missiles Free Zone: The Case of Hamas and its Sponsors”. In her presentation, Dr. Johannsen discussed the threat posed to Israel by Qassam rockets, the rationale for the bombardment in terms of the national-religious ideology of armed resistance and its instrumentalization within the struggle among rival Palestinian factions for supremacy in the occupied territories. Dr. Johannsen argued that there was little prospect of success in attempting to coercively disarm Hamas and instead proposed a policy of gradual demilitarization. In particular, she recommended that external actors support a transformation process in which a long-term ceasefire and the integration of the militias into the legitimate security structures prepare the ground for negotiating the elimination of the rocket arsenals of sub-state actors. In this context, Dr. Johannsen attached great importance to development-related assistance that would allow the Palestinian government to function at least at a minimal level. The conference in Istanbul was sponsored by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Friedrich-Ebert Foundation (FES), the Protestant Church in Hesse and Nassau (EKHN), the Peace Research Information Unit Bonn (PRIUB) and the Turkish Industrialists’ and Businessmen’s Association (TUSIAD).

Guest visit at the Center for Strategic and International Studies, Washington, DC

As guest scholar Sybille Reinke de Buitrago conducted research at the Center for Strategic and International Studies in Washington, DC in May 2007. She was integrated in the Transnational Threats Project, dealing especially with current developments in the area of international terrorism and the U.S. policy response. Her research also included interviews with policy makers in the U.S. Congress, State Department, the intelligence community and international security experts. A paper will be forthcoming in CSIS.

Conference “The Way Ahead for Transatlantic Cooperation? Addressing Global Challenges under the German EU Presidency”, Berlin

Sybille Reinke de Buitrago attended the joint conference of Women in International Security (WIIS) and WIIS Germany from April 26-27, 2007 held at the German Council on Foreign Relations (DGAP) in Berlin. The conference “The Way Ahead for Transatlantic Cooperation? Addressing Global Challenges under the German EU Presidency” brought together over one hundred academics, practitioners and experts from the fields of security and conflict prevention, most of them women. In various panels the differences and commonalities in the approach on both sides of the Atlantic to global security issues, tools and lessons were discussed.

6th German / Chinese Security Dialogue

On 14 and 15 May the 6th German / Chinese Security Dialogue – jointly organized by the International Department of the Central Committee CCCPC and the Friedrich Ebert Foundation – was held in Beijing, China. Among the members of the German Delegation of politicians and MPs, headed by Dr. Walter Kolbow, Deputy Chair of the SPD Faction in the German Bundestag, was Prof. Dr. Hans J. Giessmann, invited for the fifth time to this very important German-Chinese Security Policy Consultation. In his lecture Giessmann elaborated on recommendations for future EU / China co-operation. During his stay in Beijing Dr Giessmann lectured at the Chinese Institute for Contemporary International Relations (CICIR) on the EU China-Policy and discussed possibilities for influence and limitations of the EU Regional Policy in North East Asia with the German Chamber Beijing. Moreover, Giessmann talked to experts from the Arms Control Agency and Renmin-University about possible projects for cooperative research.

IFSH mourns for Carl Friedrich von Weizsäcker

The IFSH mourns for Carl Friedrich von Weizsäcker, who was not only an exceptional physicist, philosopher and scholar, but also one of the important founding fathers of peace research in Germany. The obituary by Goetz Neuneck, who spent several years in Starnberg at C.F von Weizsäcker’s group on security policy within the Max-Planck-Society and Martin Kalinowski, Weizsäcker Professor at Hamburg University, focuses (in German) on Weizsäcker’s Hamburg time (1957-1970) and his contributions on deterrence, war prevention and his concept of internal world policy. An international obituary for the Pugwash community by Goetz Neuneck gives a detailed overview in English on Weizsäcker’s life and contributions.

1. NPT Preparatory Meeting in Vienna

From April 30, 2007 to May 11, 2007 the NPT Preparatory Committee for the 2010 NPT Review Conference held its first official conference in Vienna. Goetz Neuneck and Axel Schwanhäusser participated in three panel presentations during the conference. Oliver Meier held conversations and interviews on the edges of the conference. The "Pugwash Conferences on Science and World Affairs" together with the "International Network of Engineers and Scientists (INESAP) organized a panel on “Space Security - Impact on Nuclear Disarmament”. INESAP and the Nuclear Peace Foundation held a panel on US Nuclear Policy, during which G. Neuneck gave a lecture on “space weaponization and the impact on missile defense and strategic stability.

EU Involvement in Africa

On 10 May 2007, the Deputy Head of ZEUS, Dr. Hans-Georg Ehrhart, was invited to the Discussion Forum on Africa by the German Bundestag’s SPD faction.. He gave a talk on “EU Peace Missions in Africa”. Following the talk he discussed with participants the question of how to strengthen the peace-building component in future missions. The meeting was chaired by MP Hertha Däubler-Gmelin.

Consenus paper on reform of UN sanctions

Under the chairmanship of the Permanent Representative of the Government of Greece a long process of discussion in the UN Security Council on a consenus paper on reform of UN sanctions was recently brought to a successful conclusion. The paper and further steps were discussed at a seminar at the UN in New York on 30 April in which Michael Brzoska participated as rapporteur.

Regional Perception of Asian Powers for Global Change

„Regional Perception of Asian Powers for Global Change“ was the title of a policy-oriented Dialogue, jointly organised by the renowned S. Rajaratnam School of International Studies, Nanyang Technical University and Friedrich-Ebert-Foundation, Regional Office Southeast Asia in on Singapore on 27 April 2007. The first session of this workshops, on China’s and India’s self-perceptions and roles in the region, was introduced and moderated by Professor Dr Hans J. Giessmann.

Federal Armed Forces Study Group

On the same day, the meeting of the “Study Group for European Security and the Future of the Federal Armed Forces” dealt with several questions of civic education particularly in the context of the current international missions of the Federal Armed Forces.

Since its establishment in 1999, the study group, comprised of political scientists, politicians and military experts has watched the transformation of the German Armed Forces with a critical eye..

Under the chairmanship of Prof. Brzoska the group discussed a joint policy paper which formulates objective and transparent criteria for out-of-area deployments of the forces and makes specific recommendations for appropriate political strategy for the current areas of conflict. It suggests, for instance, an immediate termination of the German participation in the Operation Enduring Freedom in Afghanistan and the Horn of Africa.

Commemorative Event on the Occasion of the 100th Birthday
of Wolf Graf von Baudissin

On 8 May 2007 the late Lieutenant General (retd.), Prof. Wolf Graf von Baudissin, the founding director of the IFSH (Institute for Peace Research and Security Policy) and creator of the concept of Innere Führung (civic education) would have been 100 years old.

In commemoration of his birthday, members of the research group “Democratization of the Armed Forces” (DEMOS) presented a thematic volume from the series “Hamburg Contributions to Peace Research and Security Policy” entitled “What has become of civic education?” at the IFSH on 19 April.

Following recognition of Baudissin’s life and work by Prof. Dr. Michael Brzoska, director of the IFSH, Dr. Jürgen Groß, head of the DEMOS research group, presented some of the main findings of the authors of this volume. It was pointed out, for example that half a century after its introduction into the Federal Army the concept of civic education still doesn’t have the significance which Baudissin originally thought should be accorded to it. Furthermore civic education in the armed forces is often reduced to a mere leadership and motivational concept although it was introduced first and foremost to anchor democratic standards and values in the armed forces.

Subsequently, Dr. Detlef Bald, Lieutenant Colonel Dr. Hans-Günter Fröhling, Prof. Dr. Claus Frhr. von Rosen and Prof. Dr. Hans-Joachim Gießmann, all members of the DEMOS research team, took up the question [“What has become of civic education?”] and discussed it with the numerous expert and involved guests.

New Cold War History

Am 11. April 2007 hielt Dr. Bernd Stöver, wissenschaftlicher Mitarbeiter am Zentrum Zeithistorische Forschung und apl. Professor an der Universität Potsdam, einen Vortrag im Rahmen des Forschungskolloquiums des IFSH. Das Thema des Vortrags lautete: „Der Kalte Krieg als absoluter Krieg. Konturen einer New Cold War History“. Anschließend diskutierte er unter Moderation von Dr. Hans-Georg Ehrhart mit den Wissenschaftlerinnen und Wissenschaftlern des IFSH.

Geoffrey Forden vom Massachusetts Institute of Technology (MIT) am IFSH

Am Mittwoch, den 4. April 2007 weilte Prof. Geoffrey Forden vom Massachusetts Institute of Technology (MIT) am IFSH. Neben Gesprächen mit Mitgliedern von IFAR und dem Direktor des IFSH hielt er einen Vortrag im Forschungskolloquium. Thema der Presentation war: „How the World's Most Underdeveloped Nations get the World's Most Dangerous Weapons”. Geoffrey Forden war u.a. Leiter der multidisziplinären Analyseabteilung von UNMOVIC im Irak, Fellow am Center for International Security and Arms Control der Stanford University, Analyst für strategische Waffen im Congressional Budget Office und Professor an der Universität Arizona.

Bundesvorsitzender des Deutschen Bundeswehrverbandes am IFSH

Am Mittwoch, den 21. März 2007 besuchten Oberst i.G. Bernhard Gertz, Bundesvorsitzender des Deutschen Bundeswehrverbandes, und Christian Singer, Geschäftführer der Karl-Theodor-Molinari-Stiftung, das IFSH. Zunächst sprachen sie mit Prof. Dr. Michael Brzoska, Prof. Dr. Hans-Joachim Gießmann, Dr. Hans-Georg Ehrhart und OTL Dr. Armin Wagner aktuelle Fragen der Bundeswehr. Danach hielt Oberst Gertz im Forschungskolloquium einen Vortrag zum Thema „Auslandseinsätze der Bundeswehr aus der Sicht des Deutschen Bundeswehrverbandes“ und diskutierte anschließend mit den Mitarbeiterinnen und Mitarbeitern sowie Gästen des IFSH.

Nuclearization in Europe and the Middle East

At the International Congress on "Nuclearization in Europe and the Middle East – From threat to preventive action", which was organized by the Swiss section of the Physicians for Social Responsibility (PSR) / Physicians for the Prevention of Nuclear War (IPPNW) and took place in Monte Verità, Ascona (Switzerland) from 22 to 25 March, 2007, Dr. Margret Johannsen gave a talk on "Mutual distrust and threats: Is there a chance for dialogue?". In her presentation, Johannsen observed that double standards and the neglect of international law prevent a responsible and productive way of tackling the danger of nuclear proliferation in the Middle East. She argued for a comprehensive approach, linking negotiations on the establishment of a nuclear weapons free zone in the Middle East and negotiations on settling the core conflict in the region between Israel and the Palestinians in order to overcome the predominant worst case thinking in the region.

Am 14. März 2007 weilte Botschafter a.D. Dr. Hans-Georg Wieck am IFSH. Am Vormittag traf er mit Prof. Dr. Michael Brzoska (Direktor), Dr. Frank Evers (stellv. Leiter CORE), Dr. Hans-Georg Ehrhart (stellv. Leiter ZEUS), Dr. Anna Kreikemeyer (CORE) und OTL Dr. Armin Wagner (ZEUS) zu einem Gedankenaustausch zusammen. Am Nachmittag hielt er im Rahmen des Forschungskolloquiums einen Vortrag zum Thema „Der Transformationsprozess in Belarus und die westliche Demokratieförderung“. Dr. Wieck war Leiter Planungsstab im Verteidigungsministerium, Botschafter in Teheran, Moskau und Neu Dehli, Vertreter der Bundesrepublik bei der NATO, Präsident des Bundesnachrichtendienstes sowie Leiter der OSZE-Beratergruppe in Minsk.

16. Forum Globale Fragen in Berlin

Das Auswärtige Amt und die Deutsche Stiftung Friedensforschung veranstalteten am 5. und 6. März 2007 in Berlin das 16. Forum Globale Fragen. Das IFSH war durch den wissenschaftlichen Direktor Prof. Dr. Michael Brzoska und Dr. Götz Neuneck vertreten.. Michael Brzoska moderierte das Eröffnungspanel zum Thema „Scheitert das Regime zur Nichtweiterverbreitung?“ mit Hans Blix (Stockholm), Patricia Lewis (UNIDIR/Genf), Harald Müller (Frankfurt), Douglas Roche (Kanada) und William Walker (St. Andrews). Götz Neuneck referierte auf dem Panel „Droht ein Rüstungswettlauf im All?“.

Lecture at CIOR on China’s interests

On February 13, 2007 Bernt Berger (ZEUS/IFSH) was invited to hold a lecture at a conference held by the Interallied Confederation of Reserve Officers (CIOR/NATO) in Schloss Eichholz, Wesseling. In his presentation, he discussed issues such as Chinese interests and consequences for foreign-, security- and economic policy. During the Q&A session he informed the audience about China’s African and Central Asian policies, human rights, Taiwan, its military ambitions and domestic political developments.

Internationaler Expertenworkshop des IFSH und des ithf

Am Samstag, den 24. Februar 2007 veranstalteten das IFSH und das Institut für Theologie und Frieden (ithf) einen international besetzten Expertenworkshop zum Thema “Befriedung von außen? Ethische Reflexionen eines strittigen politisch-militärischen Konzeptes am Beispiel des Kongo“. Im Mittelpunkt stand die Frage, ob das Interventionskonzept von UNO und EU in der Demokratischen Republik Kongo ethisch gerechtfertigt ist. Waren die handelnden Akteure dazu legitimiert? Waren ihre Ziele und die eingesetzten Mittel gerechtfertigt? Diesen Fragen wurde in vier Schritten nachgegangen.
Zunächst stand die Konfliktanalyse im Zentrum des Interesses. Welchen Ursprung hat der Konflikt? Welche kongolesischen Konfliktparteien sind involviert? Welche Ziele verfolgen sie? Wie sind die Interessen und Ziele der Nachbarstaaten? Wie ist die Akteurskonstellation vor Ort einzuschätzen? Wie die Konfliktdynamik? Diese Fragen wurden im ersten, vom Direktor des ithf, Dr. Heinz-Gerhard Justenhoven geleiteten Panel behandelt. Panelisten waren der Afrikaexperte der taz, Dominic Johnson, und Quentin Laurent, Experte für die Region der Großen Seen im französischen Außenministerium und Politischer Berater des Force Commanders der EUFOR RD Congo.
Im zweiten Schritt wurden die Befriedungskonzepte von UNO und EU bzw. die Rolle der UN-Blauhelmtruppen MONUC sowie der EUFOR RD Congo analysiert. Warum engagieren sich EU und UNO? Welche Ziele verfolgen diese Kollektivakteure mit welchen Mitteln? Wie sind die offenen und verdeckten Interessenlagen der Individualakteure? In welcher Weise sind die unmittelbar am Konflikt militärisch Beteiligten in diesen Befriedungsprozess einbezogen? Welche Ethik der Befriedung von außen trägt das Konzept ex- und implizit? Diese Fragen behandelte das vom Direktor des IFSH, Prof. Dr. Michael Brzoska, geleitete nächste Panel. Das Befriedungskonzept der EU untersuchte Dr. Hans-Georg Ehrhart, stellv. Leiter des Zentrum für EUropäische Friedens- und Sicherheitsstudien am IFSH, während die MONUC-Aktivitäten von Ingo Badoreck LL.M., Leiter des Referats für West- und Zentralafrika beim Afrika-Verein und vorher Vertreter der Konrad-Adenauer-Stiftung in Kinshasa sowie Mitarbeiter in der politischen Abteilung der Friedensmission MONUC, beleuchtet wurden.
Im dritten Schritt wurde das nun erschlossene Befriedungskonzept einer ethischen Kritik ausgesetzt. Wie ist das Engagement rechtsethisch zu beurteilen? Welche Kriterien können angelegt werden? Stehen nicht wieder die nationalen Interessen der Staaten im Vordergrund? Welchen Stellenwert haben die unter dem Konflikt unmittelbar leidenden Menschen? Diese Problematik wurde während des dritten, vom stellv. Direktor des ithf, Prof. Dr. Gerhard Beestermöller, moderierten Panels erörtert. Dr. Wolfgang Lienemann, Professor für Ethik an der Christkatholischen und Evangelischen Theologischen Fakultät der Universität Bern, referierte über die rechtsethische Problematik, während der kongolesische Prof. Dr. Paulin Manwelo von der Katholischen Universität Ostafrikas und Direktor des Instituts für Friedensforschung und Internationale Beziehungen, Nairobi, über den Zusammenhang von jus ad interventum, jus in intervento und jus post interventum vortrug.
In einem letzten Schritt erfolgte eine realpolitische Hinterfragung des Befriedungskonzeptes. Ist das Konzept nicht zu stark ethisch unterlegt? Wird nicht eine der Realität unangemessene Interessenfreiheit unterstellt? Erfasst das Konzept überhaupt angemessen die Realitäten Afrikas und die wahren Motive der externen Akteure? Diese Realpolitische Analyse wurde geleistet durch Prof. Dr. Peter Schmidt von der Stiftung Wissenschaft und Politik und von Botschafter Dr. Albrecht Conze, ehemaliger stellv. Direktor der UNO-Mission MONUC. Das Panel wurde geleitet von Prof. Dr. Stefan Brüne von der Universität Hamburg.
Weitere Teilnehmer der Expertentagung waren Prof. Dr. Franz-Josef Bormann (Universität Paderborn), Dr. Matthias Gillner (Führungsakademie der Bundeswehr), Prof. Dr. Rolf Hofmeier (ehem. Direktor des Afrika-Instituts und Wahlbeobachter im Kongo), Oberst a.D. Ludwig Jacob (ithf), Prof. Dr. Daniel Philpott (Wissenschaftskolleg Berlin/University of Notre Dame), OTL i.G. Johannes Rudolf (Berater des stellv. Force Commanders EUFOR RD Congo), Prof. Dr. Hajo Schmidt (Universität Hagen), Frauke Seidensticker (stellv. Direktorin des Deutschen Instituts für Menschenrechte) und Prof. Dr. Michael Staack (Helmut Schmidt Universität der Bundeswehr).
Verantwortlich für das Veranstaltungskonzept und die fachliche Durchführung waren PD Dr. Heinz-Gerhard Justenhoven (ithf), Dr. Hans-Georg Ehrhart (IFSH) und Prof. Dr. Stephan Brüne (Universität Hamburg). Die Ergebnisse der Tagung werden in der Vierteljahresschrift Sicherheit und Frieden (S+F) in Heft 3/2007 und in einem Tagungsband publiziert.

EU-Migrationspolitik

Am 21. Februar 2007 weilte Frau Dr. Ulrike Borchardt vom Seminar für Politische Wissenschaften der Universität Hamburg am IFSH. Sie stellte im Forschungskolloquium ein Projekt zum Thema "Migrations- und Flüchtlingspolitik der EU im Spannungsfeld von Sicherheit, ökonomischer Notwendigkeit und Menschenrechten - (Mögliche) Konsequenzen der Bildung eines Cordon Sanitaire an den Außengrenzen der EU am Beispiel Marokkos" zur Diskussion.

On 19 February, the IFSH was visited by a group of paritipants from 21 countries in a course organized by the Friedrich-Naumann-Foundation on conflict prevention and conflict management. Michael Brzoska reportet on the work of the institute and Bernhard Rinke gave a lecture on the European Union as conflict manager.

Fünfter Shanghai Workshop on Global Governance

Vom 23. bis 24. Januar 2007 nahmen Prof. Hans J. Gießmann (ZEUS/IFSH) und Bernt Berger (ZEUS/IFSH) am fünften Shanghaier Workshop on Global Governance mit dem Titel "Current Situation and Future Prospects of Asia-Europe Security Cooperation" teil. Die Veranstaltung wurde gemeinsam vom Shanghai Institute for International Studies (SIIS) und der Friedrich-Ebert-Stiftung veranstaltet. Bernt Berger hatte im Vorfelde an der inhaltlichen Gestaltung mitgewirkt. Prof. Gießmann referierte über die Rolle der NATO in der regionalen Sicherheitsarchitektur Europas. Bernt Berger hielt einen Vortrag über Aspekte und Grenzen chinesisch-europäischer Sicherheitskooperation. Der Workshop deckte ein weites Spektrum an Themen und Perspektiven ab, die Grundlage für eine offene und intensive Diskussion waren. Am 25. Januar leitete Bernt Berger zusammen mit Dr. Zhang Tiejun (SIIS) im Kontext eines gemeinsamen Buchprojektes einen Workshop. Die Veranstaltung bot Raum für Diskussionen über die einzelnen Beiträge und diente aufgrund ihres informellen Charakters zur Intensivierung von Kontakten unter den Autoren. Am 26. Januar traf Bernt Berger Vertreter des Shanghai Institute for European Studies (SIES). Bei dem Treffen wurden gegenwärtige Themen der EU-chinesischen Beziehungen diskutiert und die künftige Zusammenarbeit geplant.

7. Rahmenforschungsprogramm

Am 31. Januar 2007 besuchte Frau Angela Schindler-Daniels vom German Aerospace Center das IFSH. Sie ist verantwortlich für den Bereich „Citizens and Governance in the Knowledge-based Society“. Frau Schindler-Daniels stellte im Forschungskolloquium die Fördermöglichkeiten für Sozialwissenschaftler im 7. Rahmenforschungsprogramm der Europäischen Union vor und beantwortete anschließend Fragen der Zuhörer.

Das Zentrum für OSZE-Forschung am IFSH (CORE) veranstaltet vom 9.-11. Februar 2007 einen transatlantischen Workshop zum Thema "Dilemmata der Demokratieförderung in Zentralasien."

"Europäische und US-amerikanische Erfahrungen und Perspektiven"

Seit Mitte der 1990er Jahre, insbesondere aber seit dem 11. September 2001 bemühen sich staatli­che und nichtstaatliche Akteure aus den USA und europäischen Ländern um Demokratieförderung in den fünf zentralasiatischen Staaten Kasachstan, Kirgistan, Tadschikistan, Turkmenistan und Usbekis­tan.

Zentralasien ist eine besonders schwierige Region hinsichtlich der Förderung von Demokratie und Menschenrechten. In den zentralasiatischen Staaten, die nicht auf eine demokratische Geschichte zu­rückblicken, sind traditionelle Herrschaftsformen mit dem Erbe von 70 Jahren Sowjetherrschaft zu bestenfalls semi-autoritären und schlimmstenfalls diktatorischen Regimen verschmolzen.

Hinzu kommt eine hochkomplizierte außenpolitische Lage, in der Macht-, Stabilitäts- und Rohstoff­interessen Russlands, Chinas, Japans und westlicher Staaten z.T. miteinander konkurrieren.

Die Mittel für die Demokratieförderung in Zentralasien kommen etwa zur Hälfte aus den USA, wobei sich öffentliche und private Geber die Waage halten, die andere Hälfte stammt aus – vorwiegend öf­fentlichen – europäischen Quellen.

Der Workshop wird sich mit der Demokratieförderung vor dem Hintergrund der komplexen inneren Strukturen und Außenbeziehungen der Region, den Lehren aus zehn Jahren Demokratieförderung und den unterschiedlichen US-amerikanischen und europäischen Ansätzen gegenüber den fünf zentralasia­tischen Ländern befassen und versuchen, einen gemeinsamen Standpunkt für eine tragfähige und um­setzbare Demokratisierungsstrategie für Zentralasien zu finden. Der Arbeit der Organisation für Si­cherheit und Zusammenarbeit in Europa (OSZE) als führende Organisation für Wahlunterstützung und -beobachtung in der euro-atlantischen und zentralasiatischen Region gilt dabei besondere Beachtung.

Unter den rund 25 hochrangigen Teilnehmerinnen und Teilnehmer aus Wissenschaft und Praxis sind sowohl Fachleute für Demokratie­förderung als auch Regionalexpertinnen und -experten vertreten. Knapp die Hälfte der Gäste kommt aus den USA, die anderen Teilnehmer aus Deutschland, Großbritannien und Russland.

China führt einen Anti-Satellitentest durch

Am 11. Januar 2007 hat China mit einer ballistischen Rakete vom Boden
aus einen ausgedienten chinesischen Wettersatelliten abgeschossen. Damit
gehört das Reich der Mitte neben den Vereinigten Staaten und Russland zu
den Raumfahrtnationen, die in der Lage sind, Satelliten im All zu
zerstören.

Wenn keine völkerrechtlichen Regelungen vereinbart werden, droht ein
kostenintensiver und gefährlicher Rüstungswettlauf auch im Weltraum.

Die Studie von André Rothkirch und Götz Neuneck "Weltraumbewaffnung und präventive Rüstungskontrolle", die im letzten Jahr im Rahmen der
Forschungsberichte der DSF erschienen ist, beschreibt den Hintergrund
der augenblicklichen Entwicklungen im Weltraum und macht konkrete
Rüstungskontrollvorschläge.

Afghanistan

Am 17. Januar 2007 hielt Florian Kühn, M.A., MPS, wissenschaftlicher Mitarbeiter an der Helmut Schmidt Universität der Bundeswehr, im Rahmen Forschungskolloquiums des IFSH einen Vortrag über „Afghanistan als internationale Herausforderung“. Anschließend diskutierten die Teilnehmerinnen und Teilnehmer die Thesen des Referenten und die aktuelle Lage in Afghanistan. Die Sitzung wurde von Dr. Hans-Georg Ehrhart moderiert.

Europaschule Hamm am IFSH

Am 16. Januar 2007 besuchten Schülerinnen und Schüler der 11. Klasse des Gymnasiums Hamm – Die Europaschule in Hamburg – das IFSH. Sie diskutierten mit Dr. Hans-Georg Ehrhart im Rahmen ihrer Projektwoche „Die EU im Jahr 2020“ außen- und sicherheitspolitische Probleme und Perspektiven der Europäischen Union.

Frühwarnung und Human Security

Am 4. Januar 2007 weilt Dr. Albrecht Schnabel, Senior Research Fellow an der schweizerischen Friedensstiftung Swisspeace am IFSH. Er informierte zunächst die Mitarbeiter und Mitarbeiterinnen der AG Wirkungsforschung über das Frühwarnsystem FAST. Am Nachmittag hielt er einen Vortrag im Forschungskolloquium zum Thema „Operationalizing Human Security“.
