Dr. Frank Evers

Research
interest
Dr. Evers is an expert on OSCE conflict management
in a broadest sense. Regionally, he is mainly
concentrating on the countries of the Commonwealth
of Independent States. He is an expert on the
Slavic and South Caucasus CIS countries. Subject
to his research works are components of security-building
in Eastern Europe, in particular minority issues,
inter-confessional relations, economics as well
as social and environmental affairs. His activities
are focussed on the relations between the OSCE,
the OSCE Partners for Co-operation in Asia and
the OSCE Mediterranean Partners for Co-operation.
At the moment, he researches into prospects of
utilising EU enlargement procedures for the purpose
of OSCE security building in South Eastern and
Eastern Europe, the South Caucasus and Central
Asia. In this regard, the rapprochement between
the EU and Turkey is of special interest. |
Background
Dr. Frank Evers was born in 1961. In Russia and
Germany, he has studied telecommunications, east-European
studies and economics. In 1996, he graduated from
the East-European Institute of the Free University
of Berlin, where he wrote his Ph.D. thesis on
aspects of the post-Soviet transition of the Russian
Federation. For some years, Dr. Evers has taught
Russian economic and legal affairs at the Berlin
East-European Institute. In various capacities,
he has later on worked for OSCE field operations.
Beginning with 1996, he was Economic Adviser of
the OSCE Mission to Ukraine, and after that Deputy
Head of this Mission and Head of the Mission’s
Branch Office in Simferopol (Autonomous Republic
of Crimea). From 2000 till 2002, he has worked
as Economic and Environmental Adviser of the OSCE
Office in Yerevan (Armenia).
