The Count Baudissin
International Fellowship Programme
The "Count Baudissin International Fellowship Programme" was established in 1995 with the support of the Volkswagen Foundation. The programme bears the name of IFSH's founding director the late (d. 5 June 1993) Lieutenant General (rtd.) Count Wolf von Baudissin, known as the co-founder of the German Federal Armed Forces (Bundeswehr) and the founding father of the concept of "Civic Education" (Innere Führung).
The programme is currently financed by the ISFH and the German Federal Armed Forces Association and is being implemented in coordination with the German Armed Forces Staff College (FüAKBw) in Hamburg and the Civic Education Centre (Zentrum Innere Führung) in Koblenz. Officers, mostly from Central, South-Eastern and Eastern European countries, as well as researchers and civilian members of defence administrations and associated research institutions in these countries study the complex relationship between the military and democratic society. During their fellowship, participants are expected to develop solutions for their home countries taking special account of the concept of Civic Education.
Restructuring the armed forces in these countries to
make them compatible with democracy, perpressing ahead
with their integration in society, and advancing their
ability to cooperate with other armed forces within
the framework of multilateral security organizations
are tasks that cannot be performed overnight. This complex
undertaking, which is highly significant for the reform
of the security sector, will be more likely to succeed
if it receives external support. It is therefore in
the interest of the international community, and of
Germany in particular, to contribute to it. The Count
Baudissin International Fellowship Programme addresses
itself to this task.
