CORE Co-operation with the OSCE Academy in Bishkek
Acting at the request of the German Ministry of Foreign Affairs, CORE has made a significant contribution to the establishment of the OSCE Academy in Bishkek.
The Academy was officially opened in December 2002, following the conclusion of a Memorandum of Understanding between the Ministry of Education and Culture of the Kyrgyz Republic and the OSCE Centre in Bishkek. From the very beginning, CORE has been among those who have encouraged this multilateral project. Long before the opening, CORE had made a substantial contribution to the political process that led to its creation. In particular, CORE Researcher Anna Kreikemeyer developed the first detailed concept paper outlining a draft model of the Academy This was to serve both Kyrgyz authorities and the OSCE as a key point of reference in the further planning of the Academy - both conceptual and practical. CORE staff members Frank Evers, Andrea Berg and Wolfgang Zellner also participated in the formulation of guidance papers for the Academy.
In 2003, CORE was invited by the OSCE Academy itself, the OSCE Centre in Bishkek and the OSCE Conflict Prevention Centre in Vienna to make a further contribution to the Academy's ongoing development. CORE is one of a number of European think-tanks and scientific partner institutions co-operating with the Academy in this respect. The others include the Austrian Study Center for Peace and Conflict Resolution at the Peace Centre Burg Schlaining, the Geneva Centre for Security Policy and the Netherlands Institute of International Relations Clingendael.
CORE was able to establish close working contacts with Mrs. Anara Nasyrova who was initially the Co-ordinator and later became the President of the OSCE Academy, the former Minister of Education and Culture of the Kyrgyz Republic, Prof. Dr. Ishengul Boljurova, and the former Head of the OSCE Centre in Bishkek, Ambassador Aydin Idil. CORE staff visited Bishkek in February 2003 to participate in intensive consultations and deliver lectures. Since then, CORE has co-operated closely with the first director of the Academy, Annette Krämer, her successor Tim Epkenhans, the current director of the OSCE Centre in Bishkek, Ambassador Markus Müller, the staff of the Vienna Conflict Prevention Centre and representatives of the various national delegations involved in the project. The curriculum-development expertise CORE has acquired in establishing courses in European security policy allowed it to participate in designing the postgraduate master's course "Political Science (Central Asia)", which is offered by the OSCE Academy in Bishkek. CORE is further involved in the work of the Advisory Board, the Curriculum Development Group and the Admission Committee of the Academy. Three CORE senior lecturers teach on the above-mentioned master's course.
CORE's involvement in the OSCE Academy in Kyrgyzstan is directed by Frank Evers with the assistance of Andrea Berg, Anna Kreikemeyer, Delia Rahmonova-Schwarz and Wolfgang Zellner.
