Global Risks and Conflicts
Transnational risks of violence are closely connected with global risks and conflicts; they arise from them and react to them. Among them, in addition to escalation of local conflicts are also nuclear proliferation and climate change as well as cyber warfare.
Research in the cluster “Global Risks and Conflicts” has two foci. First, transnational risks of violence are to be described and evaluated. Fundamental questions that arise thereby are, for instance: Which security risks with supranational significance can be identified? What relationships do they have to collective use of violence? How are non-state actors involved in the creation of these risks?
The other focus is related to the perception of risks of violence. Here, what is involved is how risks of violence are perceived by security policy actors, which policies, strategies and measures are foreseen for countering these risks and how appropriate and effective these activities are.
With the analysis of global risks and conflicts, the research in this cluster reaches beyond Europe. Thereby, conditions for an analysis focused on Europe are to be created. In the second focus of the cluster, European institutions are in the foreground of scientific interest.
